Sam S. Frankel, Jr. is a partner with Markovich Grover, where he represents employers and insurance carriers in claims arising under the Longshore and Harbor Workers’ Compensation Act and its extensions, including the Defense Base Act. His work centers on defending clients before the U.S. Department of Labor’s Office of Administrative Law Judges and the Benefits Review Board.

Prior to joining Markovich Grover, Sam served as a partner in a well-respected South Florida law firm specializing in claimant representation for over 15 years. Earlier in his career, his practice focused on defending self-insured companies and insurance carriers under Florida workers’ compensation and liability laws. Having worked on both sides of the table, he brings a balanced understanding of the entire claims process.  He has shared his expertise through leading training programs, speaking at national industry conferences, and writing for prominent industry publications.

Sam earned his Doctor of Jurisprudence from St. Thomas University School of Law in Miami, Florida, and a Master of Law (LL.M.) in International Taxation from Thomas Jefferson School of Law in San Diego, California. While obtaining his LL.M., he completed certificate programs in International Financial Centers Planning and in Anti-Money Laundering and Compliance. He also earned the Master Financial Planner (MFP) designation from the American Academy of Financial Management, reflecting additional training in wealth management and financial planning. He retired from the U.S. military reserves in 2019 after more than 20 years of honorable service.

Sam is licensed to practice law in Florida and the District of Columbia.  He is also admitted before the U.S. District Courts for the Southern and Middle Districts of Florida, the U.S. Court of Appeals for the Eleventh Circuit, the U.S. Tax Court, the U.S. Court of International Trade, and the U.S. Court of Appeals for the Armed Forces. His professional and civic affiliations include the Broward County Bar Association, the Federal Bar Association, the Department of Labor Joint Bar Association, Disabled American Veterans (Lifetime Member), the Sons of the American Revolution (Fort Lauderdale Chapter), and the General Society of Mayflower Descendants (Florida Chapter).
