As a partner at Markovich Grover, Greg Buzzard focuses his practice on defending injury claims arising under the federal Defense Base Act (DBA). He believes strongly in the implementation of effective litigation strategies to solve complex legal problems.
Greg joined Markovich Grover shortly after its founding. He came to the firm as a recognized expert in administrative litigation, having served for more than a decade as one of five Administrative Appeals Judges for the U.S. Department of Labor (DOL) Benefits Review Board, the appellate tribunal with nationwide jurisdiction over DBA and Longshore and Harbor Workers’ Compensation Act claims. In that role, he adjudicated hundreds of appeals annually, gaining deep insights into emerging legal trends in DBA litigation and building extensive expertise across the constitutional, legal, regulatory, procedural, and factual issues vital to the firm’s clients.
Greg’s career also reflects his passion for the law and commitment to the highest ethical standards in the legal profession. He continues to serve as an adjunct professor of legal ethics at Georgetown University Law Center where, since 2018, he has mentored future lawyers on their ethical responsibilities to clients and the justice system as a whole. He has also contributed to the development of ethical standards for judges at the DOL, gained extensive experience managing and advising on ethical issues for political and government officials, and frequently lectures on topics ranging from legal ethics to effective brief writing to the use of artificial intelligence in the practice of law.
Greg began his legal career as a legislative advisor and general counsel to a U.S. Senator, providing advice on a broad range of matters, including constitutional interpretation, federal and state justice systems, government ethics, labor and employment law, and immigration. With responsibility for authoring and negotiating legislation, participating in Congressional investigations, and securing confirmation of judicial nominees, Greg gained unique first-hand knowledge of the federal legislative process. As a result, he brings to his cases a deep understanding of the factors that influence how federal agencies implement Congressional mandates, the standards by which courts interpret them, and how those decisions ultimately affect the litigants subject to their jurisdiction.
Greg holds an LL.M. in International Business and Economic Law from Georgetown University Law Center, graduating with distinction, and Doctor of Jurisprudence from West Virginia University College of Law, where he received the Henry S. Schrader Scholarship for academic achievement and potential for civic leadership. Since 2019, he has been a Fellow of the American Bar Foundation, a recognition for his dedication to the highest principles of the legal profession and the welfare of his community.
Greg is licensed to practice law in West Virginia and the District of Columbia.
